Two United Nations peacekeeping missions and the Governments of Côte
d'Ivoire and Liberia today agreed to mutually reinforce security along
the border in light of recent attacks against neighbouring villages
and towns, and to conduct joint riverine and land border patrols.

in Monrovia – which included representatives from the UN Operation in
Côte d'Ivoire (UNOCI) and the UN Mission in Liberia (UNMIL) – were
meant to assist the security of the region, as well as to address the
sources of conflict, such as reconciliation, the return of refugees
and distribution of humanitarian aid.

During the meeting, the UN and Government representatives "vehemently
condemned" the recent attacks, including an attack last month by armed
elements in Petit Guiglo, in Côte d'Ivoire's western region.

The participants "underscored that these recurrent armed attacks call
for coordinated and consolidated cooperation between the two
neighbouring countries, Liberia and Cote d'Ivoire, supported by their
two partners, UNMIL and UNOCI, for the consolidation of peace and
security along the border and in the sub region," according to the
communiqué that the meeting produced.

Among agreements related to boosting security, participants agreed to
strengthen collaboration and coordination between the Security Forces
through exchange of intelligence information and common actions,
according to the document.

In addition, the representatives encouraged "the two countries to take
practical steps towards the disarmament, demobilization and
reintegration of Ivorian ex-combatants and request UNMIL and UNOCI to
continue providing appropriate support."

Following the meeting, the Special Representative of the
Secretary-General, Karin Landgren, said the meeting had been
successful.

"The UN Security Council last September noted with satisfaction the
increasing cooperation between the neighbouring Governments, and the
two UN Missions, in coordinating security and judicial activities in
the border areas," she said in a press release.

"I am pleased to report the continued support of the UN, including to
Operation Restore Hope; and to strengthened border patrolling,
including the shared use by UNMIL and UNOCI of three armed
helicopters."

Operation Restore Hope refers to an ongoing operation led by the Armed
Forces of Liberia (AFL) in southeastern Liberia started in June 2012.

The Deputy Special Representative of the Secretary General for Côte
d'Ivoire, Arnauld Akodjenou, praised the efforts made by the two
countries and welcomed "the significant progress made within the
framework of collaboration between their security and defence forces."

The Special Representative for Côte d'Ivoire, Albert Gerard Koenders,
told UN Radio yesterday that the Mission is "in a situation of
transition" and is putting greater emphasis on security,
confidence-building, human rights and job creation.

Tourists can help reduce demand for illicit goods and services that
fund organized criminal activity, the United Nations agencies working
on tourism and on crime said today, announcing plans for a new public
information campaign.

"The campaign will encourage tourists to make informed decisions and
help reduce demand for trafficking in persons, cultural artefacts,
wildlife, fauna and flora such as ivory products, as well as
counterfeit goods, and illicit drugs," according to a

release from the World Tourism Organization (UNWTO) and the United
Nations Office on Drugs and Crime (UNODC).

To be launched later this year, the campaign was officially agreed to
today by UNWTO Secretary General Taleb Rifai and UNODC Executive
Director Yury Fedotov, in the presence of Secretary-General Ban
Ki-moon.

"Well-informed tourists can make a real difference in turning the
tide," the Secretary-General said.

The campaign will be built around the message that the demand for even
harmless products can have devastating effects on the lives of
innocent people, on wildlife or on cultural property.

"Although the infrastructure of tourism – from accommodation
establishments to transportation networks – can be misused by
traffickers to victimize the vulnerable, tourism has the potential and
is firmly committed to reclaim this same infrastructure and use it in
the fight against trafficking," said Mr. Rifai.

According to Mr. Fedotov, "By making informed choices, tourists can
help sever the financial arteries that fuel these forms of illicit
trade."

The campaign will seek to engage the tourism industry including hotel
chains, travel agencies and airlines to lend support in raising
awareness among tourists and help contribute to limiting these illicit
markets.

The United Nations Children's Fund (UNICEF) today warned that it may
be forced to stop humanitarian assistance to more than 100,000 Syrian
refugees in Jordan due to insufficient funds.

"The needs are rising exponentially and we are broke," UNICEF
spokesperson Marixie Mercado told reporters in Geneva. "In concrete
terms this means that by June we will stop delivering 3.5 million
litres of water every day to Zaatari camp."

Donors have so far contributed $12 million to UNICEF against an appeal
of $57 million for its operation in Jordan this year.

UNICEF estimates that the number of Syrian refugees in Jordan will
reach 1.2 million by the end of the year, and Ms. Mercado added that
with the influx of new arrivals, needs are rapidly surpassing funding
resources.

Without additional funds, UNICEF will not be able to open a third
school it had been planning inside the camp, as it will not have the
necessary resources to acquire textbooks and furniture, or cover the
teachers' salaries and the running costs of the school.

"This means the ministry of education will turn away Syrian refugee
students seeking entry into Jordanian schools because we cannot
provide support to any more than 30,000 Syrian school children already
in Jordanian schools with UNICEF support," Ms. Mercado said.

Lack of funding will also stop UNICEF's provision of water,
sanitation, immunization and nutrition support to two new camps slated
to open in coming weeks.

Meanwhile, the Director of Operations for the UN Office for the
Coordination of Humanitarian Affairs (OCHA), John Ging, will begin a
one-week visit to Syria and its neighbouring countries tomorrow to
review the humanitarian response to the rapidly escalating crisis,
which has now displaced more than 1.25 million Syrians.

Mr. Ging will be in Syria until Monday, and will then go to Lebanon,
followed by Jordan and Turkey.

More than 70,000 people, mostly civilians, have been killed and more
than three million displaced since the uprising against Syrian
President Bashar al-Assad began in March 2011. UNICEF estimates that
out of the four million people in need, 50 per cent are children.

"I can walk. I can talk. I can do anything!" said Malala Yousufzai,
the Pakistan schoolgirl shot by the Taliban, in a conversation with
Secretary-General Ban Ki-moon on education and gender equality on the
1,000 day run-up to the Millennium Development Goals (MDGs) deadline.

In a Skype conversation from Madrid, the Secretary-General called the
14-year-old who was attacked by the Taliban for opposing restrictions
on going to school "a symbol of hope, a daughter of the United
Nations."

Later today Mr. Ban will formally kick off the campaign tagged "MDG
Momentum – 1,000 Days of Action," urging countries to ramp up efforts
to meet the anti-poverty targets set in 2000.

"The UN will always be with you and the many people like you," he told Malala.

Ms. Yousufzai told Mr. Ban that she volunteered herself to work for
the rights of girls and the rights of all people.

"When we work together we can achieve our goal and our goal is simple:
peace and happiness in this world. The way to see peace is through
education. It is an honour for me to be associated with the UN. I
want to tell the world how important education is."

She added that she wants to be a leader and "to serve this whole world."

Ms. Yousufzai was shot in the head and neck on 9 October 2012 for
opposing Pakistani Taliban restrictions on female education as she
left school in Mingora, in the Swat area of Pakistan. Two other girls
were also wounded.

The Taliban claimed responsibility for the attack, saying the
youngster was "pro-West," had been promoting Western culture and had
been speaking out against them.

"If we educate a woman, we educate a family, a community and a
country," Mr. Ban told Ms. Yousufzai.

He told the youngster that he was "deeply impressed" and looked
forward to meeting her.

Also today, Mr. Ban called for accelerated action in the next 1,000
days from governments, international organizations and civil society
groups to reach the MDGs by their deadline at the end of 2015.

The eight time-bound MDGs address education, gender equality, poverty
and hunger, child mortality, maternal health, combating AIDS, malaria
and other diseases, environmental sustainability and a global
partnership for development.
